Why is there an American Express bill on McLame's FEC list every month??

Do they not have to show where every penny goes/comes from? Does he have to supply the FEC with like an addendum with a detailed AMEX bill? Just seems like it adds an extra layer of secrecy with his expenses. Who's wallet/purse is the card in (ooohhh, Cindy, empty your purse..right now).
