who gets the most cumulative votes? Per state? They can't be split? Yes, I don't know.

1. State by State
It is winner take all, except for Nebraska and Maine. (At least I think it is Nebraska.)

2. I know about the number but wonder why the fighting is going on.
The candidate who gets the majority in each state gets them all?

3. Yes. Winner takes all by state,
except in the case of Nebraska and Maine. They allot their electoral votes by district.

4. Plurality takes all.
Except in NE and ME which also total votes by Congressional District.

For example NE2 (Omaha) is in play for Obama. And McCain is delusional about one of the Congressional Districts in ME.

Bill Clinton won in '92 with only pluralities (e.g., 42% to 38% for GHW Bush to 20% for Perot) in many states. He was awarded 100% of the EVs for all those states.
