How many men does it take to do what Bush won't do?

How many men does it take to do what Bush won't do?
I'm reading an AP article that describes how Bush was trying to get out of his obligation to fly for TANG, and one of his commanding officers recommends that his Texas unit fill his flying slot "with a more seasoned pilot from the list of qualified Vietnam pilots that have rotated."

So not only did some other guy go to Vietnam in place of Bush, but some guy coming back from Vietnam had to fill in for Bush in the Texas Air National Guard when Bush ducked out of that responsibility!
