a game in washington "gotcha"
it is where a rumor is floated around washington for you to prove against a negative. (or somthing)

bush says from the past on a press conference. cnn talking about the kitty book

let me see, is that the game they were playing with kerry and the swift vets, gotcha.

kerry could come out laughing saying i remember, bushies game gothca,....that is the game we were playing with swift boat. and media let bush win. ok game over
