does not annouce the names till he is leaving town.

possibly late 1/19. These pardons will loom over the inauguration changing the tone of the festivities.

We didn't hear it from Clinton or any other President. They just sign and leave and let it come out whichever way it will. They don't need to justify anything after they leave for good.
