Sen. John Kerry chooses Detroit , MI this morning to give what his aides are billing as the single most important speech about the economy he will give this fall -- a speech that, according to a campaign preview, does not include a single new proposal.
The 9:00 am ET speech will, however, use some new rhetoric to describe President Bush’s economic policies, calling his the “excuse presidency” with “dog ate my homework excuses"
Kerry hasn’t visited Michigan since early August and is clinging to a slight lead in the polls despite particularly bad jobs numbers in the state: an unemployment rate of 6.8 percent, down from 7.5% since last July but nonetheless 25% higher than the national average of 5.4%, and the loss of nearly 200,000 jobs (167,000 in manufacturing) since Bush took office.

Before his speech, Kerry calls into “Imus in the Morning” at 7:25 am ET , and afterward rallies Madison , WI ( 2:00 pm ET ) and speaks to the Congressional Hispanic Caucus in Washington at 8:15 pm ET .
