11. Someone saw Killian's person papers and then dummied
up the memos to reflect what was in those papers.

But that person didn't want to be known as the person who did it and so that person created the memos.

In other words, whoever it was wanted the info to get out, but didn't want it to be known who did it.

Or stonewall the 9/11 Commission.

International law, the will of the people, the right of the public to know the truth, pre-existing treaty agreements. Those "rules" don't apply to him either, do they?
