...he has his oppo research people due some bad, but not too bad, forgeries...then they are passed to CBS someone via a front source....maybe a military guy who served w. Kilian who would plausibly know the conents of the file.

Then CBS runs with the memos...tho the content is right...he can nail CBS on the forgery.

Yet he doesnt count on the secretary...maybe he thought Kilian typed his own Pearl Harbor file.....
