I can think of one other possible scenario off the top of my head:

Killian could have had them in his file and might have either thought better of the memos and thrown them away, or someone might have told him to throw them away at some point. Then, he could have reconsidered and re-typed them himself from a journal and/or memory so he could have the information in his files.

Just saying, the fact that she doesn't type them doesn't mean they didn't come from him.

1. I've thought all allong that he typed them

An important man doing hunt and peck after hours on the secretary's typewriter for his private "CYA file" is not unusual, and she did confirm that such a file existed, locked into a drawer of his desk. I'm sure he left her out of them, thinking the fewer people who knew exactly what was in that file, the better.

Since the material has been confirmed, the typewriter has been confirmed, and his signature has been confirmed, I think we can pretty safely consider those notes to be as genuine as W's scrubbed records are going to allow us to get.

Now the real question is why he was scrubbed from pilot status and placed back on trainers before he bagged that physical. That's where the real story is.
