2. Of course he wasn't arrested
If I had an outstanding speeding ticket I'd be in the back of a police cruiser, but this guy goes free. Must be nice to be a member of the nobility.

...so no arrest. SEC violations are civil.

That's not to say he won't be indicted for criminal activity.
