Question about WH accusation: Kerry & AWOL Docs

I've been poking around here trying to find out why the WH accused the Kerry campaign of causing these allegedly fake AWOL docs to materialize. Did I miss something, or did the WH just blurt this out, out of thin air?

I saw the press conf. it was absurd...he said it right there. He had zero factual evidence ..but he said it so the media can run with it.
