PA is a strong labor state in general but he flip-flopped on EFCA because he was worried about the GOP primary. Now his challenge will be to win the Democratic Primary and the general election. Voting for the EFCA will help with both of those. If Rahm can whip Lincoln and Feinstien into shape and Franken ever gets seated, the EFCA can get passed.
