Obama Establishes a Joint Pathology Center Under the Secretary of Defense

MEMORANDUM FOR THE SECRETARY OF DEFENSE

SUBJECT: Delegation of Certain Authority Under the National Defense Authorization Act for Fiscal Year 2008

By the authority vested in me as President by the Constitution and the laws of the United States, including section 301 of title 3, United States Code, I hereby delegate to you the functions and authority conferred upon the President by section 722 of the National Defense Authorization Act for Fiscal Year 2008, Public Law 110-181, to establish and maintain a Joint Pathology Center in the Department of Defense.

You are authorized and directed to notify the appropriate congressional committees and publish this memorandum in the Federal Register.

This was signed Monday, April 27. What exactly is a 'Joint Pathology Center'?

1. Why should this be in the Defense Department? It should IMO be the HHS (CDC and other agencies).

because it's *for* the Department of Defense. At least that's how I read it. It looks like something that was in the works last year, if not longer.

3. Here is Kennedy's statement
No idea why Bush never moved on it if legislation was passed. Is this something he did away with in a signing statement maybe?

December 14, 2007
FOR IMMEDIATE RELEASE


WASHINGTON, DC— Today, Senator Edward M. Kennedy released the following statement on the passage of legislation to create a new Joint Pathology Center as part of the Defense Authorization bill. The Joint Pathology Center will carry on the functions of the Armed Forces Institute of Pathology, which specializes in pathology consultation, education, and research.



"The Armed Forces Institute of Pathology is a national treasure. The consultation and education services it has provided have improved the health of countless veterans, military personnel, and civilians alike. I'm pleased that the conference agreement includes the amendment to establish a new Joint Pathology Center, so that the lifesaving work of the Institute can continue long into the future."
