Fox Broadcasting is the one that wasn't going to - and they still aren't.
Fox News always was.

Individual network affiliates have the right to preempt network programming. A number of fox affiliates chose to do so. But the principal network feed, as I understand it, was the regularly scheduled programming

13. Exactly.
My area's Fox affiliate WGHP did air it. Many reasons for them doing so here: 1) excellent signal covering the area, 2) strong local news operation for many years (station was previously ABC but Fox bought it) 3) local competitors WFMY (CBS) and WXII (NBC) were airing it so they kinda "had to". No other stations do local news in our area.
