Kerry lays out Iraq peace plan: Pulling U.S. troops out in first term
NEW YORK -- Sen. John Kerry is challenging President Bush to immediately begin taking steps to stop the increasing violence in Iraq as he tries to offer a persuasive alternative to Bush's management of Iraq's reconstruction and the overall war on terror.

Kerry was laying out a four-part plan to bring peace to Iraq during a speech Monday at New York University, while arguing that Bush has not been honest about the rationale for war or its costs, according to Kerry campaign officials.

Kerry is arguing the president has made miscalculations in Iraq that have left the United States less safe by distracting from the real war on terror and creating a potential breeding ground for terrorists in chaotic regions of Iraq.

The Democratic National Committee is complementing Kerry's speech with a weeklong focus on what it says is Bush's "lack of credibility" on Iraq. DNC Chairman Terry McAuliffe said Bush refuses to talk about hundreds of billions that the United States has spent on Iraq or the 52 U.S. soldiers killed so far this month.

3. What's this "was laying out on Monday" crap?
Um...writing in past-tense about events yet to unfold. No wonder this article is so thin on details. The Way-Back Machine must have broken.

All the articles I found were written by Mr. Peabody. This is the closest I've seen Kerry hold the details of a speech in a while.
