Retired general Joseph Hoare, the former marine commandant and head of US Central Command, believes from information he has received that "
a decision has been made" to attack Fallujah "after the first Tuesday in November. That's the cynical part of it - after the election. The signs are all there." The comments were made in an
interview with top generals and military experts by Sidney Blumenthal, published on Thursday.

Kerry said President Bush has a secret plan to call up more National Guard and Reserve troops immediately after the election: "He won't tell us what congressional leaders are now saying, that this administration is planning
yet another substantial call-up of reservists and Guard units immediately after the election," Kerry said. "

The Bush campaign called the allegation "false and ridiculous."
Kerry may be referring to sources such as Congressman John Murtha, who has "learned through conversations with officials at the Pentagon that at the beginning of November, 2004, the Bush Administration plans to call up
large numbers of the military guard and reserves, to include plans that they previously put off to call up the Individual Ready Reserve."
