Just talked to the Federal Election Commission
As an individual I am permitted to make and distribute 500 flyers without putting my name on them.

I am also permitted to spend $250 dollars without filing a report. At 7 cents a copy and the fact it takes a lot of time to staple flyers on bulletin boards and utility poles I am not near my individual allotment. HOWEVER I have made files available for download and other individuals may be printing and distributing the same flyers in other cities. Opinions?

Can I make 500 of each message or 500 total? Can I design flyers that others reproduce and distribute, or does that count against my alotment?

I wouldn't worry about the electronic files. Honestly, I wouldn't worry about the paper either. I'd put the disclaimer on them "Printed by a private individual. Not authorized by any candidate" but other than that I don't think it is possible for you as an individual with limited funds to do enough to get the FEC's attention. Now if you're Soros, then yeah, ya gotta worry. ;)

Found this (more confusion)

Generally, a communication is publicly distributed if it is disseminated for a fee by a television station, radio station, cable television system or satellite system. Electioneering communications are limited to paid programming. The station must seek or receive payment for distribution of the communication. Both infomercials and commercials are included within the definition

In the case of Presidential and Vice-Presidential primary candidates, the communication is publicly distributed if it can be received by 50,000 or more people:

In a state where a primary election or caucus is being held within 30 days; or
Anywhere in the United States during the period between 30 days prior to the nominating convention and the conclusion of that convention. 11 CFR 100.29(a)(2).
