But NBC News has learned that long before the war the Bush administration had several chances to wipe out his terrorist operation and perhaps kill Zarqawi himself — but never pulled the trigger.

1. Oooh, another one to add to the drum beat of Tora Bora
I remember reading about how much Tora Bora bugged Kerry, even before he announced. Worst-case scenario. That's why he always brings it up.

Now he can add this one.
