permanent tax cuts (for the rich),

and "reform institutions that have gotten out of sync" meaning trim and end Social Security and Medicare while saying you never said that!

From Rove Speech on how election fits on a 3 by 5 index card:

"win the war on terror, make the tax cuts permanent to grow the economy and reform fundamental institutions that have sort of gotten out of sync"

As reported in ABCNote.

CAMPAIGN 2004: THE CANDIDATES

Kerry sounds alarm for retirees
Bush defends Republican plans to create private Social Security accounts

By E.A. Torriero and Rick Pearson Tribune staff reporters September 23, 2004

WEST PALM BEACH, Fla. -- <snip>
Bush, campaigning in King of Prussia, Pa., defended his plan for future Social Security participants to privately invest a portion of their payroll benefits. Bush contended that his proposal would not affect current retirees receiving benefits or those who are in the Baby Boomer generation.

"I understand how politics work and I understand there's attempts in the political campaigns to scare seniors by saying, `If so-and-so gets elected, they're going to take away your check,'" Bush said. "But the reality is that the Social Security trust is solvent for those who are on Social Security today."

Bush, who says his plan is aimed at future generations, said that such accounts would allow Social Security recipients to pass along earnings in a savings plan that the government could not touch.(ignoring the ending of the progressive benefit structure that has the rich sharing a bit of their payroll tax with the poor and middleclass)

"We've got to think differently about our pension plans," he said. "They were designed for the past. Times have changed."<snip>

In its ads, the Bush camp a week ago slammed Kerry's proposals for "a government-run health-care plan."<snip>
