Assembly OKs local studies of economics of super center stores

SACRAMENTO (AP) - Local officials would have to conduct an "economic impact" study before approving or rejecting the largest of the big box stores, such as Wal-Mart Supercenters, under a bill approved Monday by the state Assembly.
The bill, by Sen. Richard Alarcon, D-Los Angeles, passed on a 42-31 vote after an hourlong debate over whether the state was trespassing into local governments' responsibilities. Opponents also charged that the bill targeted Wal-Mart, which plans to open 40 Wal-Mart Supercenters in California.
Supporters denied that, saying the bill would give the public and local government much-needed information about the economic impact from such a large retailer.
"This bill doesn't single out a single corporate entity," said Assemblyman Mark Leno, D-San Francisco. "This bill gives the people of California important information when making important planning decisions."
