CalPERS Question

I work in Public Works here in CA.
Over the years we have negotiated an employer pick-up of our 7%(of base pay) employee obligation in leiu of pay increases.
Now we have a relatively new City Manager who is asking us to pay nearly half of this at 3% with no pay adjustments

Is anyone else going through this type of scenario?

Question:
During the "boom years" is it true that CalPERS didn't require municipalities to pay into CalPERS?


You can PM me if you'd like.
We are entering negotiations and are trying to familiarize ourselves better with how CalPERS works in relation to our employer.
