Paper Ballots, Paper Trail, e-vote Questions

Greetings from the Election Reform/2004 Forum

http://www.democraticunderground.com/discuss/duboard.php?az=show_topics&forum=203

On this thread, we've been working on figuring out:

Which States Have Existing Law or Pending Bills for VVP Ballots or Trails
http://www.democraticunderground.com/discuss/duboard.php?az=view_all&address=203x348377

In addition to Pending Legislation (see below), your state is listed as having existing law with regard the use of paper (for mail-in).

Can anyone please point me to that Law?

Also, do you folks have DRE's (Direct Recording Electronic), the nasty e-vote stuff? If so do they, at least provide a paper trail?

This article, by DUer GaryBeck, will help explain the important differences.

Thank You!

House Bill 2169

machine contains devices that duplicate votes cast by elector

2. No DRE's here
We vote exclusively by mail, using optical scanners. For a long time, paper ballots counted by hand were used in some of the sparsely popluated eastern counties.

Now, everyone uses the scantron forms.

3. Thank You.
Here's what I've found.

Oregon

Law:

State Law 258-211 http://www.leg.state.or.us/ors/258.html
Secretary of State Comments: http://www.sos.state.or.us/executive/speeches/110603op.htm
(Oeregon) will be purchasing touch screen voting machines in 2006 in order to make it easier for disabled voters to vote with privacy. Each county will have two machines as an option for voters, and each machine will produce a paper record of the votes cast in case a recount is required.

Legislation:

House Bill 2169

http://www.leg.state.or.us/05reg/measpdf/hb2100.dir/hb2169.intro.pdf
An Act prohibits secretary from approving voting machine unless
machine contains devices that duplicate votes cast by elector
onto paper record copy and allow elector to view paper record copy.

6. You can look it up here.
National Conference of State Legislature - State Legislative Directory

Or use this to get to the state house:

I'm now realizing the link for the pdf is no good.
