Protest Tom DeLay at the University of Houston Clear Lake (UHCL) reception "honoring" DeLay.
On Tuesday, August 24 (5:00 pm to 7:00 pm), Dr Jay Gogue (Chancellor of the University of Houston) and Dr. William Staples (President of the University of Houston Clear Lake) are holding a reception to "honor" the dishonorable Tom DeLay. This reception of the most unethical member of Congress is also a violation of UH's own ethics policy (see the policy the end of this e-mail). The reception is an implied endorsement of Tom DeLay. In addition, UHCL is not currently in DeLay‚s district ,instead it is in Nick Lampson's.
I am an alumnus and current student of the University of Houston Clear Lake and have received permission from the University to hold a protest against DeLay (and the reception). The protest will be held outside the Bayou building where the reception is being held. We have permission to protest at both the faculty entrance (were DeLay and Chancellor Gogue are expected to enter) and also at the student entrance (note: the fall semester will be starting the day before so there will be lots of students around). We are planning to start assembling at 4:00 pm and should be finished about 7:30 pm.
Please alert everyone you know who may be able to help protest know about this. The University sent out 7,500 invitations and is only expecting about 200 attendees. I am hoping that we outnumber the reception attendees. If you are planning on joining us, please contact me, Tom Gederberg, either via e-mail at tgederberg@yahoo.com or call me at 281-451-4669.
For those who would like to join us and make signs for the protest, the Bay Area New Democrats (BAND) have agreed to let us use their new headquarters on Monday, August 23 starting at 7:00 pm. The BAND headquarters are on Egret Bay Blvd near NASA Road 1.

These are some of the guidelines for the protest ˆ please adhere to these since I am organizing this protest as a student and will be held responsible for any infractions:
(1) No bullhorns or amplified sound systems
(2) We will not be allowed to approach, touch, grab, stop or interfere with any passerby.
(3) We must stay in the designated area.
(4) We may use the rest rooms, etc. in the Bayou Building but must not bring our signs or protest into the building. We may not disrupt the reception.
(5) I have been asked to give to the Dean of Students copies of any handouts we may have (they do not have to be approved, but they would like to have copies).

Ethical Conduct of Employees
1. PURPOSE
1.1. New federal and state laws and regulations, together with growing scrutiny of the complex relationships between public institutions and outside public and private organizations and individuals, necessitate the clarification of standards of accountability for public servants. Requirements for ethical behavior are especially important in public institutions of higher education; component university employees are accountable to taxpayers for the use of public funds and also have the responsibility to lead and educate component university students by example.

4.15. Lobbying by state employees, political campaigns, holding public office, and other political activities: The General Appropriations Act prohibits the use of state funds to influence the outcome of any election or any legislative measure. Likewise, this act restricts the use of any component university funds to hire lobbyists and provides restrictions against offering gifts to legislators and accepting gifts from legislators. Similarly, federal restrictions prohibit the use of federal funds to influence federal legislation. The Vice Chancellor for Governmental Relations shall be responsible for the general coordination of System governmental activities.
No component university employee may use his or her authority, influence, or time during university work hours to affect the result of any election or political campaign or to achieve any other political purpose. Likewise, university funds, equipment, or other resources may not be used to work on a political campaign.
Component university employees may run for local elective office and serve as elected public officials so long as campaign activities are not conducted during official component university hours and so long as the office does not involve a political party primary or a party affiliation. The employee must provide prior notification to his or her supervisor of the candidacy and election to office.
