Houston ChronicleSome Texas-based soldiers report problems casting ballotsWASHINGTON — As the hotly contested 2008 presidential campaign nears its finish, members of the Texas congressional delegation say they have been fielding complaints from military families about problems in overseas delivery of ballots to active duty troops.
Lawmakers in both parties say that some Texas-based military personnel are having trouble casting their ballots because of delayed battlefield mail deliveries and shifting positions of combat forces, among other reasons.

Noriega, a lieutenant colonel in the Texas Army National Guard who served in Afghanistan, said absentee ballot problems will continue in combat zones until soldiers can cast ballots electronically.
"The difficulty isn't the mail service, the difficulty is the combat zone," Noriega said. "If we can move $700 billion to the fat cats on Wall Street, we should be able to move one soldier's vote electronically from a combat zone to his hometown so it can count."
Rick I want those soldiers' votes to count as much as you do sir, but there is no safe or secure method for them to vote electronically and have faith that their votes will be counted. Not right now anyway.
