TORONTO, CALGARY, OTTAWA — Premiers and provincial ministers contemplated their own new international deals Wednesday and praised the federal government's stated willingness to give them more independence on the world economic stage.
“This is, without a doubt, the most significant policy change in the federal government in at least 25 years,” said Conservative Premier Ed Stelmach of Alberta.
“We've always advocated, as the province of Alberta, to be involved in those negotiations that have an impact on our province, and the Prime Minister has heard us very clearly and reflected that position in this latest policy change.”
When every province has its own special deal with the federal government, “then I think we are in some danger of fracturing the relationship among the provinces.”

Maybe Upper and Lower Canada has to start thinking about what Canada means to them. The rest of the country certainly seems to be going off in all directions!
It would certainly put the issue front and center.
