A leaked document reveals for the first time how far the U.S. government intends to go in funding abstinence-only programs.
The document, leaked to the media by an anonymous U.S. government official involved in HIV/AIDS programs, directs U.S. programs to reserve 66 percent of funding for prevention of sexual transmission of HIV for programs that promote abstinence and faithfulness.
The leaked document, called the Country Operation Plan Guidance for FY 2006, insists that programs must not go below the 66 percent level and that "there will be no exceptions to this requirement."
In an interview with the Baltimore Sun the official said he provided the document because of a concern that U.S. international HIV prevention efforts would be hindered by the policy.
