AFAIK, the CDC is not qualified to make that statement, having NO IDEA whatsoever of the level of natural immunity possessed by the entire population. (STUDIES?)
A more correct statement would be, "many people have not been vaccinated to this new virus".

I hate fear mongering no matter where it originates.
