3 major hurricanes to hit US this year: AccuWeather

NEW YORK (Reuters) - Three major hurricanes will strike the United States this year, with the storm-battered Gulf Coast most at risk in June and July, forecaster AccuWeather predicted Monday.

The outlook comes after a record-setting hurricane season in 2005 that devastated New Orleans and other coastal cities along the Gulf, and dealt a heavy blow to the U.S. oil industry that sent energy prices to record highs.

"The 2006 storm season will be a creeping threat," said AccuWeather Chief Forecaster Joe Bastardi. He projected that five hurricanes, three of them with winds over 110 miles per hour, would hit the U.S. coastline.

"Early in the season the Texas Gulf Coast faces the highest likelihood of a hurricane strike, possibly putting Gulf energy production in the line of fire," he said. "As early as July, and through much of the rest of the season, the highest level of risk shifts to the Carolinas."

2. I wonder how this ties in with Tricky Ricky's
S 786 legislation. I think Section 2(d) is the relevant text:

(d) PROHIBITION ON CERTAIN DISCLOSURES- An officer, employee, or agent of the National Oceanic and Atmospheric Administration, the National Weather Service, or any other department or agency of the United States who by reason of that status comes into possession of any weather data, information, guidance, forecast, or warning that might influence or affect the market value of any product, service, commodity, tradable, or business may not--

(1) willfully impart, whether directly or indirectly, such weather data, information, guidance, forecast, or warning, or any part thereof, before the issuance of such weather data, information, guidance, forecast, or warning to the public under subsection (c); or

(2) after the issuance of such weather data, information, guidance, forecast, or warning to the public under subsection (c), willfully impart comments or qualifications on such weather data, information, guidance, forecast, or warning, or any part thereof, to the public, except pursuant to an issuance that complies with that subsection.

And where Accuweather is based? AccuWeather's operation is housed in its Global Headquarters, a 52,000 square foot facility built on 6.5 acres of land near State College, PA.
