Up front, I'm assuming Intel processors work the same as AMD processors when it comes to things like this. I'm much more familiar with AMD than Intel.
Anyway, the FSB spec for the processor is its maximum. You can step it down, which means as long as the socket is the same, you can install it in a mobo and just run it at the lower FSB speed. Of course, the performance will be lower than what the spec sheet says for the processor you get, but it would be lower for a processor that was only rated at 533MHz anyway. What I don't know is if you'd get the benefits of hyperthreading running it stepped down like that.
I've put a lot of AMD processors rated at 333MHz in mobos that can only acheive 266MHz FSB.
