1. On the face of it
he is leaving in order to give the republicans a chance to save face during the upcoming elections. I think the party realizes it has been caught with it's hand in the cookie jar.

What I think it really means is that there are too many connections yet to be exposed and they cannot fight all the battles that are on there way. Fitzpatrick or someone like him has the goods on the administration and they are just biding their time until they launch a big surprise. What that entails I'm not sure but that is my gut feeling on it.
