there are a couple of ways to do this. Most modern phones have a Bluetooth capability. This lets the phone communicate wirelessly over very short distances with other Bluetooth-capable devices, like your PC. If you have a laptop, there's a good chance it's Bluetooth ready. If you have a desktop, probably not, although it's possible.
If bluetooth isn't an option, you may have a USB cable that connects to your phone on one end and to a USB port on your PC on the other end. If you don't have the cable, go to a local Radio Shack or similar and show them your phone and tell them you need a USB cable to connect it to your PC. Once the cable is in place, your phone will act like an external hard drive connected to your PC. At that point, you just transfer the picture from one hard drive (your cell phone) to another hard drive (your actual hard drive).
All phones are different, but in general terms, the above should work.
As JeffR mentioned, once you get the picture to your pc, you'll need to put it on a file sharing site. Picasa from Google is free, up to a certain amount of images. Several others also have free options, I believe.
