Putin plans to modernise Russia’s forces

Moscow: Warning of a new arms race with the US, Russian President Vladimir Putin on Wednesday unveiled plans to modernise the country’s armed forces so that they could simultaneously act in global, regional and local conflicts on a professional basis.

"The key issues of disarmament have practically been removed from the global agenda against the backdrop of the threat of international terrorism," Putin said in his annual state of the nation address at a joint session of Parliament.

He said there was no guarantee that arms, including nuclear weapons, would not be deployed.

"There is the potential threat of the construction and proliferation of low-yield nuclear weapons. Moreover, media and experts have been discussing the use of intercontinental ballistic missiles with a non-nuclear warhead.”

1. My husband - who speaks Russian and served as a
Russian linguist in the Army (obviously, studied a lot of Russian culture and military strategies, as well) came home the other day and said, "I see the Bush Administration is trying to get the Cold War started again," in response to Cheney's comments the other day regarding Russia.

I'm forwarding him this story via email to get his response.

3. One of the best books I ever read about an arms race was called
"Dreadnaught" by Robert Massie detailing Britain's arms race with Germany prior to WWI specically the Naval Arms race where the book gets its title(named after the ship that effectively made every navy in the world obselete

What it shows most clearly is that by creating an arms race governments cut back on social programs and also get the itch to use the arms it has created

It is never good
