So, this Mysterious "Turning Point" in Iraq, where & what the hell is it?

As far as I can tell, we've reached, or passed this invisible turning point at least 50 fucking times in the last three years.

What is it? Where is it? Which side of the turning point are we on? Have we just reached it? Or are we now past it? And what happens when we've reached or surpassed it?

The silly phrase is getting sillier by the hour.
