The Iraqi Amnesty plan tells us to stop dropping bombs on them
I missed this in all the amnesty and troop withdrawal talk, but inside the 28 point plan there is this

Coalition anti-terror missions, such as the air strike that killed Abu Musab al Zarqawi, could be hampered under Iraqi government proposals to coax Sunni insurgents into the peace process.

The 28-point peace strategy to be put forward by Iraq's prime minister, Nuri al-Maliki, to the country's parliament today, includes a proposed halt to "anti-terrorist operations" by foreign forces in rebel-supporting areas.

Western security sources are anxious that the clause will weaken British and American operations against Zarqawi's successors in al-Qaeda's leadership.

The air strike that killed him earlier this month came only after a series of abortive coalition sorties that led to the death of Iraqi civilians. Under the new arrangements, the Iraqi government would be under fierce domestic pressure not to permit such raids unless it was certain of obtaining a high-profile al-Qaeda scalp.

Coalition commanders, however, point out that operations against elusive targets almost always start with a few wrong leads.

3. I know. There was such a fuss about the amnesty
and the Iraqis kindly compromised on that issue. Now they have the troop withdrawal and this no bombing issue which slipped through.

BushCo is probably expecting the resolution not to pass so we will not have to deal with it.
