Report: Bush plans Bolton recess appointment.Human Events Online reports, “According to an administration source who requested anonymity, if the Senate does not vote on Bolton before his current recess appointment expires December 18, the President will again name Bolton to the post during Congress’ post-election recess.

3. I say let him.
First, Bolton can't get paid for it under current law.

Second, a double-recess-appointment simply reinforces to the whole world that Bolton can't succeed on his own merits.

And third, any recess appointment would last only until January 3, when the next Congress begins. Two whole months. Then, I expect, would come the inevitable third recess appointment.

A recess appt is only good until the end of a congressional term. Of course, if Bush is making up the rules as he goes along, who knows anymore!!
