and you never quite know where the instability is.

And he was in Iraq in a convoy traveling along a highway and was almost killed
by a roadside bomb, BUT the convoy went on into the city and that was perfectly
stable.

So... let me get this right... it's stable except where it isn't and that's 95 percent of
the country at any given time. Except the pockets of instability move around all the time.

That's a great piece of logic right there.
