3. More like a watch than a warning
Not that I don't believe Bush** is ramping up for an attack on Iran, but I think "warning" is a slight misread of the author's intent, found here:

"ING's Robertson admitted that an attack on Iran was "high impact, if low probability," but explained some of the reasons why a strike might go forward."
