So, who is really in charge of the US troops in Iraq?

So, who is really in charge of the US troops in Iraq?

US military says they are. They said that General Casey was going to be in an advisory capacity to the Iraqi government. Saw a guy on MSNBC from the Iraqi government that says the military can't go after the largest Shia militant group. Then I heard on TV that Iraqi troops will be telling our soldiers who to go after.

:shrug: Totally confused on this.
