Bush's approval ratings are still anemic, and even Bush loyalists acknowledge that a President who campaigned in 2000 pledging to be a "uniter, not a divider" has become a polarizing figure.
"Almost half the country doesn't like anything much about him or his policies," one close adviser told the Daily News, "and there's not all that much we can do about it except grit our teeth and keep chugging away."
But Bush's political decline, which at one point had him below 40% approval, has bottomed out in recent weeks, and aides predict his positive ratings will climb above 50% early in the new year.
