2. When an oil company experiences and oil spill...
it activates two primary teams:

1) An Emergency Response Team responsible for command and control of the spill response (i.e. Incident Command, Operations, Logistic, Planning, Finance, etc.); and

2) A Crisis Management Team responsible for public relations, legal liability, financial liability, and dealing with regulators and stockholders (i.e. Denial and other corporate bullshit).
