4. And the song itself, it is presumed, is sung by a character considerably earlier. (1920's)
Although I'm not sure- but Randy Newman's songs involve characters speaking not Randy, per se.

At least....at least 3 of the songs take place in the 20's or early 30's: "Louisiana 1927", "Every Man a King", "Kingfish". So the president being sung about in the song is much more likely to be Harding to Hoover, chronologically, than Nixon or Ford.

3. Great song
I played this song last week for three days straight on a website I produce---the plea apparently didn't work. ;-) the album is chock-full of social commentaries, some of which are R-rated for language.
