1. And why should there be foreign boots?

Planes and drones there were -- but very few boots (mostly CIA, and a very few trainers). If NATO is smart, there will not be any more boots. (Of course, expecting the U.S. to be smart is a worrisome occupation.)

2. Someone will have to look for the oilfields.

I predict a Nigeria type outcome were warring factions and tribes will start to blow up infrastructure or siphon off production for themselves(enviromental castastrophe here they come). Expect at least a couple of Iraq "experts" to show up and tell them how to protect it.
