Why didn't Bush plan out Executive Order 13233?

Why didn't Bush plan out Executive Order 13233?
Executive Order allows for Former Presidents or even the families of Former Presidents to make documents classified, it is a very controversial Executive Order.

The President can classify/declassify documents.

If the two came to clash (One wanted to classify, the other wanted to declassify), who would win?

Or maybe was stil trying to figure out the rubik's cube someone gave him as a joke in 1985? Possibly he has a jigsaw puzzle with more than 30 pieces he's been working on since childhood?

2. It appears from my reading (NAL), that the incumbent has the final say if they disagree.
