Bloomberg's congestion pricing plan - Surveillance?

I keep wondering, despite the stated goals of the plan, getting money and reducing congestion, if a more important one is keeping track of every car by EZ-Pass. Drivers would get charged entering, leaving and driving around (a maximum amount per day). Creepy (and I don't drive).

despite all well-justified paranoia, they really don't want to track your every move.

Besides, versions of the EZ Pass are in use plenty of places on toll roads already. I can go to my Illinois Tollway Ipass account online and see every toll my wife and I have paid, with time and location. I really don't think anybody wants to look at that to see whether I am currently north or south of Army Trail Road. They just want my $0.40 every time I go from one to the other.

This is to raise money and reduce congestion.
