I've scoured the Fourth Geneva Convention looking for the answer, but I was not able to find it.

The US basically opened the door to Iraq and Al Qaeda's proxy came right on it. On a micro-scale, if you hold the door open for a burglar to go into in a house that is not yours, then that makes you as culpable as the burglar.
If the authors of the Fourth Geneva Convention saw what was going on in Iraq today, do you think they would say that the Occupying Power has some blame to bear as any third party does that invades and starts attacking and the Occupying Power never deals with it in the right way?
