Time For a Fraud Compensation Fund
The idea is simple:

If a person is proven to have actively participated in a fraud perpetrated against another, then the assets of that person shall be stripped away and distributed among his victims proportionate to their losses.

That would be Ken Lay, Dick Cheney, Dubya, and so forth paying the wages of sin to compensate the American people they cheated of life, liberty, and savings. The Iraq and Afghanistan wars will be considered as frauds. It doesn't matter if they were perpetrated by the government.

As for the enablers in Congress, they are removed from office.

1. Why should the enablers get to keep their assets? Take them all.
That ought to encurage good people to run for office.
