I wasn't at the meeting that did this and don't agree with it, but I'm sure some of the questions to the council went like this.
Q. If it's unsafe to drive and use the cell phones around where kids walk why will it still be allowed where adults walk.
A. Well, simply some of our citizens are just a little more equal than others.
Q. Aren't there adult employees there to make sure the kids are safe?
A. Your expecting these employees to do their jobs is not appreciated.

The University Park City Council unanimously approved the ordinance, which prohibits the use of cell phones without hands-free devices in school zones. The ordinance also bans text messaging.
The penalty is a fine of up to $99. The tickets will not go on drivers' records because it doesn't violate the Texas traffic code.
