2. why does there need to be a 'hint'...

of impropriety? Why do we have to rely on a 'sore loser', 'sour grapes' candidate, to insure an accurate count of the vote. Why can't we use this primary season to demand that methods by adopted that will insure the accuracy of the tabulation of votes...in every election?

4. I can see it never being implemented...

and the further degradation of our election apparatus...especially in light of recent discussions. I suppose where there is no 'will of the people', there will be no 'political will' to change anything. Oh well...it does provide for good entertainment.
