Why isn't Hal turner in custody?

I'm a lover of free speech as much as anyone, I think, but this nut is over there suggesting someone "smear ricen on a glove" and shake hands with one of the candidates. He then opens comments to discuss the pros and cons of such a method.

Of course he has no intention doing this himself, he just wonders "if this will work to clean out the trash Candidates", and finishes with:
Yes, I see good reason for the political candidates this year to be gotten rid of and from my viewpoint, ricin could be used by some nefarious person to accomplish that. It's the type of weapon that Secret Service cannot protect anyone from. What are they gonna do, check everyone for straws as they enter a campaign venue? And once the poison is delivered, there is no treatment and no cure. Death is 100% guaranteed.

In his comment section he answers a warning that the FBI is watching with this easy to interpret reply:

What the hell does someone have to do before the feds move in and stop an assassination plot? He admits to knowledge of a plot! And what the hell is a "code 55"?

4. Hal Turner Code 55

Peace to All. Hello Johny Ringo. 1st time user here.
I signed up because this page came up on search "Hal Turner Code 55" on google. I have done a bit of research on this and made a post at my blog (thelastchancecafe.blogspot.com). In addition I notified the Secret Service of my suspicions. I will update as more info is found. As a commenter later writes here there is evidence that he could be a FBI asset. I also wrote about COINTELPRO a few posts before that. It includes a link to a Documentary on that subject. Someone linked me at Vangurd News. Since then I've been getting hits from mmmm(any cussing here?) them by the loads. Lots of "unknowns" too. I like you do not understand why Hal Turner cannot be at least arrested. If his post is not a threat or at least meant to inspire someone else to do it I don't know the English language. Even if grammar is my weak point.
