and he says it when people are focusing their energies elsewhere, when he thinks he can say it and no one will notice, or no one will notice too much, or make too much of it ... or, could it be that at the end of eight years there is the slight, minutest, chance of a possibility that bush has learned anything, anything at all? i doubt it.
